Rep. Lucy Allen introduced House Bill #616 and Sen. Doug Berger introduced Senate Bill #714. The House bill "Offense of Pumper Portable Toilet/Pumper Trucks" moved first, passed the House, passed the Senate, and was signed into law by Governor Beverly Perdue on May 27, 2009.
